Project Last Mile (PLM) is a leading partnership administered by GETF. PLM believes life-saving medicines should be within reach of every person in Africa. This pioneering cross-sector partnership leverages best practices from The Coca-Cola System to help life-saving medicines go the “last mile” to communities in Africa. We collaborate with leading global health donors, regional Coca-Cola bottlers, and suppliers in participating countries to build public health systems’ capacity in supply chain and strategic marketing by sharing the expertise and network of the Coca-Cola system with the local Ministry of Health.

Building on activities launched in 2021, PLM is partnering with the United States Agency for International Development (USAID) to reduce stockouts and improve order and inventory management approaches across health facilities and districts. In addition to increasing the capability of pharmacists and logistics staff, PLM is also testing out a last-mile delivery of commodities to select districts in the Abidjan II region. During the project, PLM is engaging key national stakeholders such as La Direction de l’Activité Pharmaceutique (DAP) and Nouvelle Pharmacie de la Santé Publique (NPSP) to enhance the performance of the existing Last Mile Distribution Model (LMDM) in the region of Abidjan II. The project consists of three workstreams, which include inventory and order management capacity strengthening at health facilities through coaching last-mile delivery of commodities and facilitating improved supply chain coordination between stakeholders.

Role description

GETF is seeking a versatile and driven Project Coordinator to support this PLM project in Cote d’Ivoire and specifically to coordinate activities in Abidjan II region (with the opportunity to expand beyond Abidjan). The Project Coordinator will function at an operational level to ensure that the country project is effectively executed. This role will be required to activate and mobilize the country’s project structures, processes, and resources to execute the project plan and outcomes in coordination with local stakeholders. This role requires close collaboration with both the Project Manager for project oversight and progress reporting and the Technical Lead (SME) for guidance. The suitable candidate will be an independent consultant who can operate in a virtual team setting and is comfortable working with the Project Manager (in-country), the Tiassale-based Project Coordinator (in-country) and the Supply Chain Technical Lead (based remotely). The Project Coordinator will make sure the technical scope and direction of the project are on schedule, deliverables are met on time, coordinating inputs and alignment across stakeholders and the PLM project team. The position is based in Abidjan, Cote d’Ivoire with the potential for occasional local travel across Cote d’Ivoire.

Key responsibilities may include, but are not limited to:

  • Support the implementation of the country project plan – functioning at an operational level will ensure success.
  • Help mobilize and coordinate the required resources to achieve the contracted objective on time and within budget.
  • Provide routine technical support to the district pharmacy staff on last-mile distribution-related issues such as supportive supervision, district coordination meetings and any related activities.
  • Organize coaching sessions with the district pharmacy staff to reinforce district stock management quality.
  • Build and maintain effective relationships with operational stakeholders at the district and site level, ensuring clear communication and smooth collaboration in line with the stakeholder engagement plan and meeting schedule.
  • Oversee and guide the coaching activities carried out by the Gestionnaire d’Appui /Coach (GDA) in Abidjan II, ensuring they are effectively aligned with project goals.
  • Track the progress of each facility closely to review and update the graduation site list.
  • Coordinate and support the organization of events facilitated by PLM.
  • Coordinate and support monitoring and evaluation processes on the ground based on established project Key Performance Indicators (KPIs).
  • Supervise, coach, and act as Subject Matter Expert in the areas of Inventory and Storeroom Management, Routing, and Field Supervision.
  • Share updates on project progress, highlighting successes, challenges and any adjustments needed to meet deadlines.
  • Identify potential risks to project success and report on proposed mitigation strategies to ensure smooth project progression and timely resolution of issues. Assist in coordinating country-level stakeholder relationships and communication requirements.

Position requirements

  • Comfortable spending the majority of time working in-field, accompanying and monitoring operational resources, including Gestionnaire d’Appui /Coach and last-mile delivery teams (as required).
  • A pro-active, results-driven individual who uses a high level of initiative in managing a changing (and, at times, challenging) work environment.
  • Highly motivated and self–directed individual who functions well independently and within a team setting.
  • Able to build consensus, facilitate solutions and mobilize resources across networks/stakeholders in a diplomatic yet driven manner.
  • An excellent communicator with strong proficiency in written and spoken French, and good conversational comprehension of English. The candidate must be able to understand and interact in meetings conducted in English, as part of the interview will be conducted in English.
  • Strong ability to organize, prioritize tasks and consistently meet deadlines.
  • Ability to work and troubleshoot in a fast-paced, multi-tasking environment.
  • Adaptability and ability to re-prioritize according to a changing context.
  • Demonstrated ability to establish and maintain relationships with all types of stakeholders and personalities.

Qualifications

  • Degree in pharmacy required (Diplôme d’État de Docteur en Pharmacie, Doctor of Pharmacy/Pharm.D or any equivalent degree)
  • Minimum of five years of related experience in the health sector.
  • A working knowledge of public and private health sector organizations in Cote d’Ivoire.
  • Willingness to travel within Cote d’Ivoire.
  • Previous experience in the areas of pharmacy and supply chain management (route supervision, inventory, and storeroom management across the supply chain and specifically at health facilities) is required.
  • Experience with serving as a coach and mentor to colleagues and staff.
  • Previous experience in public health and supply chain programs in Cote d’Ivoire is strongly beneficial.
  • A good understanding and experience with mSupply is an advantage.
  • Strong proficiency in written and spoken French, and good conversational comprehension of English
  • Strong computer skills and strong competence in MS Word, MS Excel, and MS PowerPoint.
